The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, January 13, 2020, the meeting was posted for public information on January 10, 2020, at 8:50 a.m. on the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman John Wilson called the meeting to order. Those present were as follows: Jason Shanks, Member; Brian Hermanson, District Attorney (DA); Dennis Bone-well, Emergency Management Director; Brenda Medlock, OSU Extension Director; Kevin Lane, Railroad Yard; Brady Burke, High Point Partners, LLC; Jessica Windom, Ponca City News; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/ Kay County Clerk. Absent: Jack Godberson, Member. (See sign in sheet).
Chairman John Wilson led the Flag Salute.
Motion was made by Shanks and seconded by Wilson approving regular meeting minutes of January 6, 2020. Motion carried: Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving Title Page for Bridge No. 54 located on Canteen Rd., Dist#2. Motion carried: Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving REAP Reimbursement Invoice for Fire Tanker Truck assembly for Ranch Drive Fire Department. Motion carried: Wilson, aye; Shanks, aye.
Motion was made by Wilson and seconded by Shanks rescinding approval of REAP Reimbursement Invoice for Fire Tanker Truck assembly for Ranch Drive Fire Department (it should have been for River Road Fire Department). Motion carried: Wilson, aye; Shanks, aye.
No action was taken on REAP Reimbursement Invoice for Fire Tanker Truck assembly for Ranch Drive Fire Department because agenda stated incorrect Fire Department.
Motion was made by Shanks and seconded by Wilson tabling Affidavit Certifying REAP Project Completion for the River Road Fire Department Fire Tanker Truck assembly with attachments project. Motion carried: Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving Agreements between the BOCC and the following to have remote terminal capabilities with the Assessor’s office. DA Hermanson approved as to form: Impact Bank; Pamela Stone; City of Ponca City; Crumrine Inc. Auctioneers. Motion carried: Wilson, aye; Shanks, aye.
Road and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:
Commissioner Shanks said crews are patching potholes on Traders Bends, repairing a guardrail on River Rd., blading and hauling rock.
