The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 19, 2019, the meeting was posted for public information on August 16, 2019, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John Wilson, Member; Jason Shanks, Member; Billie Chrz, First Assistant District Attorney (ADA); Steve Kelley, Kay County Sheriff; Christy Kennedy, Kay County Treasurer; Susan Keen, Kay County Assessor; Dennis Bonewell, Emergency Management Director; Donna Parker, Oklahoma Court Services; Kevin Lane, Rail Road Yard; Brady Burke, River Ridge Construction; Skyler Matthews, Kaw Nation; Jessica Windom, Ponca City News; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk. Chairman Godberson led the Flag Salute.
Motion was made by Shanks and seconded by Wilson approving regular meeting minutes of August 12, 2019. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Report given by Donna Parker, Oklahoma Court Services, presenting the number of community service hour’s defendants are working and the projects they are involved in: Ms. Parker reported new community service clients-12, regular community service clients-56, sanction community service hours completed-90, total hours completed-757.22, and community service offender completions 10. She told clients assisted with weed eating, mowing, cleaning, gardening, picking up trash, cooking and doing dishes at Camp McFadden, Friendship Feast, Blackwell City Parks, Blackwell Cemetery, Wheatheart Nutrition, Ponca City Lake and My Favorite Things. Upcoming Events: Habitat Restore, Ponca City Disc Golf, Newkirk Main Street, Camp McFadden, Habitat for Humanity, Lutheran Prince of Peace, Ponca City Lake, Wheatheart Nutrition and Friendship Feast.
Motion was made by Wilson and seconded by Godberson approving to engage Troy & Banks, Inc to begin their utility and telephone audit and evaluation of accounts (Agreement approved in BOCC Meeting 6-17-19). Clerk Reese said this letter needed to be approved for them to start reviewing accounts. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson tabling Contract with American Telephone for consolidation of AT&T services and reduction of costs for phone services (waiting for American Telephone to get contract to the county). Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
