Tonkawa City Council met Tuesday, August 20, 2024. When the meeting was called to order, all council members were present and a prayer and the Flag Salute was held before the meeting began.Minutes for the July 16, 2024 regular meeting and the Public Hearing July 16, 2024 were read and the council voted to approve the minutes.During the Monthly Financial report, RS Meacham CPA reported that Tonkawa was looking at a breakeven month and that the budget looked good. She stated that Tonkawa was having what she would consider a good start for the fiscal year.Discussion and possible action to approve the proposal to provide Audit Services for the City of Tonkawa for FY ending June 30, 2024, with Jana A. Walker, C.P.A. P.L.L.C.. All present council members voted to approve the contract with Jana A. Walker.Discussion and consideration for the recommendation from the Library Board to reappoint 3 board members whose terms expired in May 2024 was held and all council members voted to approve the library board’s reappointment.Discussion and consideration for setting a Gas fixed price for from Clearwater Enterprises, LLC was then held and all council members voted to approve a fixed gas price for the year.Discussion and consideration to approve the submitted bids for gas service to Tonkawa Tribe Urgent Care and Oklahoma Department of Transportation Facility was next on the agenda. After deliberation, the council decided to accept the Drain Doctor’s Bid for gas service.Next was the discussion and consideration to award the best and lowest bid for the gas service line to the Tonkawa Tribe Urgent Care and Oklahoma Department of Transportation. Again, the council chose Drain Doctor for a bid of $52,000.The council then discussed the City Lots that are for sale currently. While there has been interest in the lots, there has yet to be any bids so no action was taken by the council.The next piece on the agenda was for the council members to be addressed by the City Attorney regarding the City of Tonkawa Elected Officials Best Practice Handbook, proper code of conduct, and roles within city government and city operations. There have been reports of certain council members acting in ways outside of their ordinance and code of conduct, including threatening people’s jobs.
