City of Tonkawa October 17, 2023The City Council of Tonkawa, Oklahoma held a meeting at 5:30 P.M. in Council Chamber located at 115 South 7th Street on the above referenced date. Mayor Stacy Burns, Vice Mayor Charles Conaghan, and Council members, Brandt Harris, Kenneth Smith, and Reece Simpson were present. Mayor Stacy Burns called the Meeting to order. Charles Conaghan gave the Invocation and Mayor Stacy Burns led the Salute to the Flag.The minutes from the regular meeting on September 19, 2023 and the Special Meeting Minutes on October 4, 2023 and were reviewed. The motion for the surplus of police vehicles should be “surplus and sale” these vehicles. The Claims for September 2023 were reviewed.Kenneth Smith made a motion to approve the city claims for September 2023 Charles Conaghan seconded the motion.The following voted Aye: Stacy Burns, Kenneth Smith, Charles Conaghan, Reece Simpson, and Brandt Harris Meredith Wilson with RS Meacham CPAs presented the September 2023 Financial Report.Charles Conaghan made a motion to approve the Financial Report for September 2023 Kenneth Smith seconded the motion.The following voted Aye: Stacy Burns, Kenneth Smith, Charles Conaghan, Reece Simpson, and Brandt Harris City Manager Kirk Henderson presented the OMAG recommendation for Tort Claim No. 213595-1-LN.Charles Conaghan made a motion to approve the OMAG recommendation for Tort Claim No. 213595-1-LN and deny the Tort Claim.Stacy Burns seconded the motion.The following voted Aye: Stacy Burns, Kenneth Smith, Charles Conaghan, Reece Simpson, and Brandt Harris City Manager Kirk Henderson presented the contractor’s pay application #5 in the amount of $312,895.10 and/ or Revised change order #2 in the amount of $131,689.00 for Circle B Underground, LLC for 18602 CDBG 22 and DWSRF #P40-2003603-03 waterline improvements projects for approval.Brandt Harris made a motion to approve contractor’s pay application #5 and/or Revised change order #2 for Circle B Underground, LLC for 18602 CDBG 22 and DWSRF #P402003603-03 waterline.Kenneth Smith seconded the motion.The following voted Aye: Stacy Burns, Kenneth Smith, Charles Conaghan, Reece Simpson, and Brandt Harris City Manager Kirk Henderson presented the Demolition Bid for 208 N. 4th Street and accept the Bid.Kenneth Smith made a motion to approve accept the Demolition Bids for 208 N. 4th Street.Reece Simpson seconded the motion.The following voted Aye: Stacy Burns, Kenneth Smith, Charles Conaghan, and Reece Simpson.
