The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, May 28, 2019, the meeting was posted for public information on May 24, 2019, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John A. Wilson, Member; Jason Shanks, Member; Brian Hermanson, District Attorney (DA); Kay County Assessor Susan Keen; Christy Kennedy, Kay County Treasurer; Dennis Bonewell, Kay County Emergency Management Director; Kristi True-blood, Oklahoma Juvenile Affairs; Michael Harber, AT&T; Aaron Hansen, Dustrol, Inc.; Sharon Rowen, kaynewscow.com ; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk. Chairman Jack Godberson led the Flag Salute.
Motion was made by Wilson and seconded by Godberson approving regular meeting minutes of May 20, 2019. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Chairman Godberson announced BOCC would move to Item #6 and come back to Item #5. Michael D. Harber, AT&T, regarding AT&T long distant costs, service updates, technology updates and other benefits provided were explained.
Chairman Godberson moved back to Item #5.
Motion was made by Shanks and seconded by Wilson approving Oklahoma Juvenile Affairs Claims for the following months: February 2019-$1,813.96; March 2019-$3,004.28; April 2019-$3,002.96. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Godberson and seconded by Wilson approving Employer Retirement Contribution Rates for FY2020 through Oklahoma Public Employees Retirement System (OPERS) with no changes from past fiscal year. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Godberson approving ACCO-SIF Workman’s Compensation Renewal Quote for FY2020 policy term, Intent to Participate in ACCOSIF Payment Option 1 and Resolution No. 18, 19-137 to Execute the Agreement Establishing the Association of County Commissioners of Oklahoma (ACCO). Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Road and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:
Commissioner Godberson told his crews have been blading and hauling material to roads, fixing washedout areas and culverts, putting out high-water signs and barricades and cutting up large trees that have fallen across the roads.
Commissioner Shanks said his crews have been putting out road signs, moving signs and repairing culverts to make roads usable, and surveying damages for FEMA purposes.
