(Published in the Tonkawa News, Tonkawa, Oklahoma, Thursday, Nov. 30, 2023)Kay County Commission Monday, Nov. 13, 2023 Newkirk, Oklahoma The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 13, 2023, the meeting was posted for public information on November 9, 2023, at 8:50 a.m. at the Commissioners Room, west entrance of the Kay County Administration Building in Newkirk, Oklahoma, and on the Kay County Website.Chairman Shane Jones called the meeting to order: Commissioners: Jason Shanks, Member, absent; Jeff Kreger, Member, present. Others present were as follows: Brian Hermanson, Kay County District Attorney (DA); Rhonda Stephens, Kay County Treasurer; Stacy Belair, Kay County First Deputy Assessor; Sean Grigsba, Kay County Undersheriff; Daniel Hesson, Emergency Management Director; Brenda Medlock, Rachel Rolando, Shannon Mallery, Cathy Denning, and Amber Hernandez, OSU Extension; Paul Stokesberry, Kaw Nation; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.Chairman Shane Jones led the flag salute.Motion was made by Kreger and seconded by Jones approving the regular meeting minutes of November 6, 2023. Motion carried: Kreger, aye; Jones, aye.Alternative Compliance Engagement letter between Kay County and the Office of the Oklahoma State Auditor and Inspector: Clerk Reese said since the ARPA money was received under the Loss of Revenue this will be a different kind of audit; it will be audited differently than FEMA and BIA and will not be audited as strictly.Motion was made by Jones and seconded by Kreger approving an Alternative Compliance Engagement letter between Kay County and the Office of the Oklahoma State Auditor and Inspector to perform an audit on Kay County’s ARPA funds for the year ended June 30, 2023. DA Hermanson approved as to form. Motion carried: Kreger, aye; Jones, aye.Kay County OSU Extension office to report on their programming activities and events that were conducted in October 2023: Rachel Rolando, Extension Educator 4-H, said the BOCC proclaimed October 1-7 as National 4-H week throughout Kay County, refreshments were served and enjoyed by all. Rolando said she and 4-H delegates attended the NE District Youth in Action at Fin and Feather Resort where the youth participated in workshops, learned about leadership, and in service-learning opportunities. She said the 4-H’ers were asked to present pledges at the Annual Farm Bureau meeting in Blackwell.
