The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 22, 2019, the meeting was posted for public information on April 18, 2019, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John A. Wilson, Member; Jason Shanks, Member; Billie Chrz, Assistant District Attorney (ADA); Kay County Assessor Susan Keen and Janell Leaming, First Deputy Assessor; Rhonda Stephens, First Deputy Treasurer; Dennis Bonewell, Emergency Management Director; Frank Cain, Terry Willits, Jay Fagan, Caryl Morgan, Newkirk; Aaron Young, Amshore; Dave Hazel, Duke Energy; Angela Tipton, Citizen; James Burnett, Kay Electric Cooperative; Everett Brazil III, Newkirk Herald Journal; Claude Williams Taxpayers for Transparency

Chairman Jack Godberson led the Flag Salute.
Motion was made by Shanks and seconded by Wilson approving regular meeting minutes of April 15, 2019. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Ordinance resolution pertaining to wind farms: Frank Cain began the discussion stating he would like a meeting with Duke Energy but has not been able to make that happen. Chairman Godberson said the county needs a complete layout regarding the roads and wind turbines and stated he wanted definite information. Aaron Young, Amshore, said he has been working with Graham Furlong, Duke Energy, regarding changes and layout to get the final design figured out; he said once that happens, we will schedule a meeting. Terry Willits stated the citizens want a face-to-face meeting with exact plans so a happy medium can be met between Duke Energy and the citizens. Commissioner Shanks said Graham Furlong is narrowing down the plans. Ken Bellmard, Kaw Nation, stated if Duke Energy is holding a meeting after making a final decision there is no need to meet. Shanks said Duke Energy is trying to narrow down the wind farms as to which ones can actually be moved. Discussion was made between the citizens and Duke Energy regarding the type of meeting to be held. Chairman Godberson assured the citizens the BOCC will not sign a Road Use Agreement with Duke Energy until something more specific has been decided; he said the county can not allow trucks to come down a concrete/black top road ...
