Kay County Commission Newkirk, Oklahoma Oct. 17, 2022The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 17, 2022, the meeting was posted for public information on October 14, 2022, at 8:50 a.m. at the Commissioners Room, west entrance of the Kay County Administration Building in Newkirk, Oklahoma, and on the Kay County Website.Chairman John Wilson called the meeting to order: Commissioners: Shane Jones, Member, present; Jason Shanks, Member, present. Others present were as follows: Brian Hermanson, Kay County District Attorney (DA); Steve Kelley, Kay County Sheriff; Janel Leaming, Kay County Assessor; Marilee Thornton, Kay County Court Clerk; Dennis Bonewell, Emergency Management Director (EMD); Donna Parker, Oklahoma Court Services; Daniel Hesson, KNEM; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.Chairman John Wilson led the flag salute.Motion was made by Jones and seconded by Wilson approving the regular meeting minutes of October 11, 2022. Motion carried: Jones, aye; Wilson, aye; Shanks, aye.Report given by Donna Parker, Northern Oklahoma Court Services, presenting the number of community service hours defendants are working and the projects they are involved in: Ms. Parker reported the total monthly completed hours completed for September 2022 as follows: New Community Service Clients-15, Regular Community Service Clients-51, Sanction Community Service-120, Total hours completed-991/79, and Community Service Offender Completions-11. Completed Events where the clients assisted with cleaning, disinfecting, preparing meals, handing meals out, feeding the animals, picking up trash, and basic cleaning for St. Mary’s Catholic Church, Friendship Feast, Northern Oklahoma Humane Society, Ponca City Disc Golf, and Blackwell Fire Department. Upcoming Events will be held at Grand Lake Mental Health, My Favorite Things, Habitat Restore, and Ponca City Kids Wrestling.Burn Ban: Commissioner Shanks said the burn ban needed a Resolution stating Kay County was under a burn ban. Dennis Bonewell, EMD, asked if a nowelding clause was included in the burn ban. Shanks said it was not specified in the Resolution but was considered a part of the burn ban.Motion was made by Jones and seconded by Shanks approving Resolution #22,23-63 to issue a county-wide outdoor burn ban effective October 17, 2022, through October 31, 2022.
