The Board of County Commissioners (BOCC) of Kay County,
Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday,
December 2, 2019, the meeting was posted for public information on November 27, 2019, at 8:50 a.m. on the Courthouse front door,
Commissioners Court, and basement handicapped entrance of the
Kay County Courthouse in Newkirk, Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John Wilson,
Member; Jason Shanks, Member;
Billie Chrz, First Assistant District
Attorney (ADA); Dennis Bone-well, Emergency Management;
Glen Nickels, Evans & Associates; Jessica Windom, Ponca City
News; Claude Williams, Taxpayers for Transparency; Tammy Reese,
Secretary/Kay County Clerk. (See sign in sheet).
Chairman Jack Godberson led the Flag Salute.
Motion was made by Wilson and seconded by Shanks approving regular meeting minutes of
November 25, 2019. Motion carried: Godberson, aye; Wilson, aye;
Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving on reimbursement claim for Election Board Secretary Salary for the month of November 2019. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson tabling, for further review, Kay County to enter into a State-Local agreement with Oklahoma Emergency
Management for disaster recovery
FEMA-4438-DROK.
Motion carried: Godberson, aye;
Wilson, aye; Shanks, aye.
Road and Bridge Projects/Circuit Engineering District (CED)
No. 8 Road and Bridge Projects:
Commissioner Godberson said crews have been blading and hauling material to roads district wide, mowing ditches, boom mowing, putting in culvert on “T” Str., digging rip rap at river, cleaning ditch on “T” Str. and on Silverdale Lane, digging out potholes and patching on East Hartford.
Commissioner Shanks said crews continue to work on FEMA
Projects, will begin work on “S”
Street, pulling ditches, blading and boom mowing.
Commissioner Wilson said crews are digging shale at the pit, grading, laying shale at FEMA sites and grading shale, cutting trees on road sides and removed a beaver dam. Also working on damages for inventory on the FEMA sites and with FEMA inspectors.
Motion was made by Shanks and seconded by Wilson tabling Resolution No. 19, 20-74, to place stop signs on River Road at Prentice
Intersection in Dist#2. Motion carried: Godberson, aye; Wilson, aye;
Shanks, aye.
Motion was made by Godberson and seconded by Shanks approving Resolution No. 19, 20-77, to deposit funds as they come in into new account: Mental Health Court.
