The Board of County Commissioners (BOCC) of Kay County,
Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday,
November 4, 2019, the meeting was posted for public information on November 1, 2019, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay
County Courthouse in Newkirk,
Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John Wilson, Member; Jason Shanks, Member, Billie Chrz, First Assistant
District Attorney (ADA); Janell
Leaming, First Deputy County
Assessor; Amber Boyer, Second
Deputy County Assessor; Christy
Kennedy, County Treasurer; Jessica Windom, Ponca City News;
Claude Williams, Taxpayers for
Transparency; Tammy Reese, Secretary/Kay County Clerk. (See sign in sheet).
Chairman Jack Godberson led the Flag Salute.
Motion was made by Wilson and seconded by Godberson approving regular meeting minutes of October 28th and special meeting minutes of October 30, 2019. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Public Hearing on the closure of LA Cann Rd. between Judo Rd. and State Line Rd. and Fork Rd. between “O” and “P” Str. both roads in Dist#2: Commissioner Shanks said he has spoken with all land owners involved but one. Chairman Godberson asked if the roads would be permanently closed.
Shanks told he was not vacating the roads but closing the roads by
Resolution; he said the roads have not been maintained for several years and told it was difficult to get down those roads. There was no one in attendance for the Public
Hearing regarding these roads.
Motion was made by Shanks and seconded by Wilson tabling closing a portion of LA Cann Rd. between Judo Rd. and State Line Rd.,
Resolution No. 19, 20-59, until he is able to speak with land owner.
Motion carried: Godberson, aye;
Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving to close a portion of Fork Rd. between “O” and “P” Str., Resolution No. 19, 20-60. Shanks said he has talked with 12 landowners and is closing by Resolution, not vacating. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Godberson and seconded by Shanks approving Reimbursement Claim for the
Election Board Secretary Salary for the month of October 2019.
Motion carried: Godberson, aye;
Wilson, aye; Shanks, aye.
Motion was made by Wilson and seconded by Godberson approving
Agreement by and between the
BOCC and Moore Water Treatment for remote terminal capabilities in the Assessor’s office. Motion carried: Godberson, aye; Wilson, aye;
Shanks, aye.
