The Board of County Commissioners (BOCC) of Kay County,
Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday,
October 28, 2019, the meeting was posted for public information on
October 25, 2019, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay
County Courthouse in Newkirk,
Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John
Wilson, Member; Jason Shanks,
Member, Brian Hermanson, District Attorney (DA); Billie Chrz,
First Assistant District Attorney;
Steve Kelley, County Sheriff; Susan Keen, County Assessor; Janell
Leaming, First Deputy County Assessor; Christy Kennedy, County
Treasurer; Brenda Medlock, OSU
Extension; Matt Graves, Architects In Partnership; David Cummings, Attorney; Jeff Raley, Floyd
Law Firm; Greg Nieto, The Baker
Group; Dale Oard, Blackwell Citizen; T. J. Greenfield, Blackwell
Mayor; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.

Chairman Jack Godberson led the Flag Salute.
Motion was made by Shanks and seconded by Wilson approving regular meeting minutes of October 21, 2019. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Dale Oard regarding bridges on
Highway 11 and problems caused by flooding: Mr. Oard said he has concerns with the bridges on Hwy.
11 worried that after a couple more floods bridges would end up like
Hubbard Rd. Mr. Oard said he has talked with State Representatives,
ODOT and others about his concerns. Commissioner Wilson told these are state bridges not county.
Chairman Godberson said he would visit with ODOT regarding this matter.
Motion was made by Shanks and seconded by Wilson approving to enter into the Kay County Public
Buildings Authority special meeting (9:09 a.m.). Motion carried: Godberson, aye; Wilson, aye;
Shanks, aye.
Motion was made by Godberson and seconded by Shanks to re-enter into the BOCC regular meeting
(10:15 a.m.). Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson authorizing and approving Resolution No. 19,
20-61 incurring of indebtedness by the Kay County Public Buildings
Authority (herein the “Authority”), in one or more series, on a taxable or tax-exempt basis, of a total aggregate principal amount not to exceed
Thirteen Million Dollars
($13,000,000) to be issued in one or more series in 2019 and 2020, no series exceeding Ten Million Dollars ($10,000,000) (the “Bonds”) for the financing of the design, construction, financing, furnishings, capital facilities and improvements, equipment, fixtures, site acquisition, site preparation, street improvements, relocation of offices, and other facilities, and maintenance and operation expenses for the Kay County Courthouse renovation and annex construction project located in ...
