The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, October 15, 2019, the meeting was posted for public information on October 11, 2019, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John Wilson, Member; Jason Shanks, Member, Brian Hermanson, District Attorney (DA); Susan Keen, County Assessor; Christy Kennedy, County Treasurer; Dennis Bonewell, Emergency Management; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk. (See sign in sheet). Chairman Jack Godberson led the Flag Salute.
Motion was made by Shanks and seconded by Wilson approving regular meeting minutes of October 7, 2019 and special meeting minutes of October
1, 2019. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving to enter into the Kay County Public Building
Authority special meeting (9:03 a.m.).
Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving to reenter into the BOCC regular meeting
(9:31 a.m.). Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving Resolution No. 19, 20-57 Authorizing Application for Financial Assistance from the
Rural Economic Action Plan (REAP)
Fund, Ranch Drive Fire Department, to purchase and place in service a used engine/pumper in the fire station. Motion carried: Godberson, aye; Wilson, aye;
Shanks, aye.
Use tax rate to equal the new sales tax rate: Treasurer Kennedy told she received notice from the Oklahoma Tax
Commission (OTC) stating information needed before the new sales tax rate goes into effect. Commissioner Shanks said after approval of minutes in next week’s meeting the information will be sent before the deadline of October
30th
. DA Hermanson asked if the decision of placement of use tax needed to be part of the decision/motion.
Motion was made by Shanks and seconded by Godberson approving to increase the use tax rate (currently the sales tax rate is .667%, adding a quarter cent .25% will make the total county sales tax .917%) to equal the new sales tax rate to lawfully take effect January
1, 2020 (Courthouse Renovation/Annex). Motion carried: Godberson, aye;
Wilson, aye; Shanks, aye.
DA Hermanson left the meeting to attend court; he was substituted by his
First Assistant Billie Chrz.
