The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 16, 2019, the meeting was posted for public information on December 13, 2019, at 8:50 a.m. on the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John Wilson, Member; Jason Shanks, Member; Brian Hermanson, District Attorney (DA); Steve Kelley, Kay County Sheriff; Christy Kennedy, Kay County Treasurer; Donna Parker, Oklahoma Court Services, Skyler Matthews, Kaw Nation; Andy Artus and Taylor Riley, Collins Zorn & Wagner Attorneys At Law; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk. Chairman Jack Godberson led the Flag Salute.
Motion was made by Shanks and seconded by Wilson approving regular meeting minutes of December 9, 2019. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving entering into a special meeting of the Kay County Public Buildings Authority (9:04 a.m.). Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Wilson and seconded by Shanks approving to re-enter into the regular meeting of the BOCC (9:08 a.m.). Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Donna Parker, Oklahoma Court Services, reported new community service clients-8, regular community clients turned in for the month-49, sanction community service hours completed-157.5, total hours completed-781.02, community service offender completions-10. Ms. Parker referenced the following places where clients assisted with various duties: My Favorite Things, Friendship Feast, Ponca City Parks & Rec., Habitat Restore, Harmony House, Ponca City Humane Society and Habitat for Humanity. She stated the following for the clients up-coming events: Habitat Restore, Tonkawa Tribe, New Horizons, Ponca City Humane Society, Tonkawa Fire Depart., Wheatheart Nutrition and Friendship Feast.
Motion was made by Shanks and seconded by Wilson approving and acknowledging the County Treasurer’s Summary of Collections November 2019 Monthly Report. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Godberson approving to transfer $16,000.00 from General Government to Sheriff Personal Services. Sheriff Kelley stated this transfer would need to be done before end of fiscal year due to a shortfall in account. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
