Joe Allbaugh of Blackwell is the new District 3 Kay County Commissioner, serving Tonkawa.He won without a runoff in the Republican primary beating out incumbent John Wilson and two other challengers. The final primary vote total was 603 for Allbaugh, 313 for John Wilson, 177 for Paul Butch Skidmore and 82 for Kent Field.
