A native of Ponca City, Doug Klinger, 26, has joined the staff of the First National Bank as a loan officer, it was announced by Gilbert Humphries, president. Klinger assumed his new duties today. He is a graduate of Ponca City High School.Klinger is single and has established residence at the Four Winds apartments, 1600 East Grand. He is a veteran of four year’s service in the U.S. Air Force and attended NOC. He has been associated with a finance company in Ponca City for the past three years a year and a half as manger.At Ponca City Klinger was a member of the Jaycees, the Lions club, Veterans of Foreign Wars and the United Methodist church.Four Candidates Running For Two Council Posts City voters will go to the polls on Tuesday to vote in two city council races for Ward 3 and Ward 4 council positions. All qualified voters are eligible to vote in the election.Both races have two candidates. In the Ward 3 race, Bruce Robinson, 511 North Main, the incumbent, is being opposed by Mrs. Shirley Mae Frazier, 116 West Grand. Mrs. Frazier is the first woman in recent years to file for a council post. Robinson has served on the council since June 19, 1973 when he was named to fill an unexpired term. Robinson is the owner of a water well drilling firm and Mrs. Frazier is a home maker and works in the office of the Bill Strange Bit Company.In the Ward 4 race, William E. Moorman, 102 S. 4th, present office holder, is being opposed by Lyndel W. Wile, 304 South Fourth. Moorman has also served on the council since June 19, 1973 when he was named to fill an unexpired term. He is a consulting analyst in the Computer Planning and Services Division at Continental Oil Co., Ponca City. Wile is president of Quadall, Inc., an electronics manufacturing firm. He served one term on the council in the 1960’s.As in all city elections, all voters in the city will elect members to the council. It is required that a councilman live in the ward that he represents but all voters in the city decide the election and not just the voters in a particular ward.The city’s four polling places will be open from 7:00 a.m. to 7:00 p.m. Tuesday.Earl Williams, chairman of the Kay county election board announced the following precinct officials ...
