Tonkawa City Council met Tuesday, June 18, 2024. When the meeting was called to order, members present were Kenneth Smith, Charles Conaghan, Nancy Skipper, Stacy Burns, Reece Simpson, and Brant Harris. A prayer and the Flag Salute was held before the meeting began.Minutes of the May 21, 2024 regular meeting, the FY 2024-2025 Public Hearing on May 21, 2024, and the minutes of the May 28, 2024 special meeting were read and the council voted to approve the minutes.During the Monthly Financial report, RS Meacham CPA reported that while the city did need to make some more money, Tonkawa was fairly steady for its financials.Discussion and possible action to approve OMAG Worker’s Compensation Plan with the total annual cost of $101,862.00: and consider Approval of 2024-2025 Escrow Use Form for City of Tonkawa Escrow Credit of $29,794.85 to reduce our 2024-2025 Premium for the Workers’ Compensation Renewal. All present council members voted to approve this action.Discussion of the TDA Contract with the City of Tonkawa for Fiscal Year 2024-2025 was held. All present council members voted to approve this action.Discussion and possible action for the approval of the renewal of Annual Contract for Managed IT Services and Cyber Security from ABT Solutions for the Fiscal Year 2024-2025 for the amount of $8,000 per month with the City of Tonkawa and Tonkawa Municipal Authority was held. All present council members voted to approve this action.Discussion on whether to amend the Personnel Policy Benefits and Leave Policies Section D.6 Holidays to include Christmas Eve. And include a day for Mental Health. All present council members voted to approve this action with the stipulation that the time off given must go through their higher-up before being taken to keep from leaving the departments without the staff they need.The council then moved to an executive session to discuss negotiations concerning employees (F.O.P. 197) and discuss negotiations concerning employees (IAFF Local 3977) O.S. 307B.2) and for the purchase and appraisal of certain real property (pursuant to 25 O.S. 307B.3) for the purpose of conferring on matters pertaining to economic development. Council member Brant Harris arrived and participated in the executive meeting and the rest of the regular meeting.
