Kay County Commission Monday, Oct. 24, 2022 Newkirk, OklahomaThe Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 24, 2022, the meeting was posted for public information on October 20, 2022, at 4:20 p.m. at the Commissioners Room, west entrance of the Kay County Administration Building in Newkirk, Oklahoma, and on the Kay County Website.Chairman John Wilson called the meeting to order: Commissioners: Shane Jones, Member, present; Jason Shanks, Member, present. Others present were as follows: Brian Hermanson, Kay County District Attorney (DA); Billie Chrz, First Assistant District Attorney; Steve Kelley, Kay County Sheriff; Christy Kennedy, Kay County Treasurer; Rhonda Stephens, Kay County Treasurer-Elect; Janel Leaming, Kay County Assessor; Marilee Thornton, Kay County Court Clerk; Brenda Medlock and Carol Stephens, OSU Extension; Daniel Hesson, Kaw Nation Emergency Management (KNEM); Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/ Kay County Clerk. Chairman John Wilson led the flag salute.Motion was made by Jones and seconded by Shanks approving the regular meeting minutes of October 17, 2022. Sheriff Kelley checked on this application and stated the person in reference was a Kay County resident. Motion carried: Jones, aye; Wilson, aye; Shanks, aye.DA Hermanson asked the BOCC to move to Items 10 & 11 on the Agenda regarding ARPA Premium Pay for Specialty Courts and the District Attorney’s office: DAHermanson noted the BOCC approved premium pay for county employees who worked from March 2021 through March 2022 and are still employed. He said he is asking for premium pay for the Specialty Courts and his office as well. DA Hermanson said only one, Carmen Roquemore, under Specialty Courts, and 16 employees in his office worked under the worst case scenarios. He said ARPA is not just for county employees and explained his office does a lot for the county. DA Hermanson said the State did not fund premium pay.Commissioner Shanks mentioned he was asking for the county to pay premium pay for state employees and stated he was not sure we could even do that; he said if we do that, we will open the county up to pay the jail employees, OSU Extension, NRCS, and others.Court Clerk Thornton asked DA Hermanson if his employees receive longevity pay;
