Blackwell Mayor T.J. Greenfield is set to face charges for conspiracy, fraud, and three counts of embezzlement. He currently has an outstanding warrant.
Former Blackwell City Manager Chip Ouither and current Tonkawa City Manager Kirk Henderson are also facing charges for conspiracy and fraud as well.
Tonkawa Mayor Ken Smith issued the following statement late Tuesday:
“I am surprised and disappointed to learn that the Kay County DA has chosen to charge the Tonkawa City Manager, Kirk Henderson, with conspiracy and fraud over the sale of supplies to the City of Blackwell.
Each of the financial transactions alleged to be fraudulent in the DA’s charges were discussed during the April, 2018, City Council meeting, and properly posted in the City Council Agenda. The transactions were approved by the City Council and the City Attorney. At no time during these public proceedings were these transactions questioned or considered to be illegal or in violation of any State Statute.
The City Council will meet to review the charges and the performance of the City Manager during a special meeting on August 31, at 5:30 p.m. at City Hall. Kirk Henderson will continue in his duties as City Manager pending the review by the City Council.”
