The Board of County Commissioners (BOCC) of Kay County,
Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday,
February 3, 2020, the meeting was posted for public information on
January 31, 2020, at 8:50 a.m. on the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay
County Courthouse in Newkirk,
Oklahoma.
Chairman John Wilson called the meeting to order. Those present were as follows: Jason Shanks,
Member; Jack Godberson, Member; Billie Chrz, First Assistant
District Attorney (ADA); Steve
Kelley, County Sheriff; Susan
Keen, County Assessor; Marilee Thornton, Kay County Court
Clerk; Dennis Bonewell, Kay
County Emergency Management Director; David Cummings,
Baumert, Cummings & Hiatt Law
Firm; Jessica Windom, Ponca City
News; Claude Williams, Taxpayers for Transparency; Tammy Reese,
Secretary/Kay County Clerk. (See sign in sheet).
Chairman John Wilson led the
Flag Salute.
Motion was made by Godberson and seconded by Shanks approving regular meeting minutes of January 27, 2020. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Godberson approving to enter into a Kay County Public
Buildings special meeting 9:02 a.m.). Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Godberson approving to re-enter into the BOCC regular meeting (9:44 a.m.). Motion carried: Godberson, aye; Wilson, aye;
Shanks, aye.
Motion was made by Godberson and seconded by Shanks approving
Agreements between the BOCC and the following to have remote terminal capabilities with the Assessor’s office: The Myers Agency,
Inc.; Moore Water Treatment, Inc.;
Blubaugh Insurance Agency; Frontier Siding; Gill Group, Inc. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Road and Bridge Projects/Circuit Engineering District (CED)
No. 8 Road and Bridge Projects:
Commissioner Godberson told crews were blading and hauling material to roads district wide, boom mowing, patching holes at
Sunny Lane and Hillside, drove interlocking sheeting around culvert on Coleman Rd., worked on Hubbard Bridge tear-out, and cut trees on Furguson and on North Ave.
Commissioner Shanks said crews are blading, hauling rock on
Ranch Dr.; Shanks noted one blade, one trailer, and one boom mower is broken down.
Commissioner Wilson said crews hauled rock from APAC, repaired barricades and signs, cut trees, and had five graders working
Sunday on roads to get caught up from recent rains. He noted the excavator is down and two trucks are in the shop. Wilson said his crew went to a first-responders class in
Ponca City last Thursday.
Commissioner Shanks stepped out of the meeting to take a telephone call, then returned.
