The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 25, 2019, the meeting was posted for public information on November 22, 2019, at 8:50 a.m. on the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John Wilson, Member; Jason Shanks, Member; Shawna Taylor, Assistant District Attorney (ADA); Skyler Mathews, Kaw Nation; Claude Williams, Taxpayers for Transparency; Patsy Leyva, Deputy Secretary/Kay County Clerk. (See sign in sheet). Chairman Jack Godberson led the Flag Salute.
Motion was made by Wilson and seconded by Shanks approving regular meeting minutes of November 18, 2019. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Motion was made by Wilson and seconded by Shanks approving Detention Transportation Claims for Office of Juvenile Affairs for August 2019-$4,291.32, September 2019-$4,669.88 and October 2019- $6,479.38. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Road and Bridge Projects/Circuit
Engineering District (CED) No. 8 Road and Bridge Projects:
Commissioner Godberson said crews have been blading and hauling material to roads district wide, mowing ditches, boom mowing, drove sheeting on culvert on South Avenue, built headwall on County Line Rd and on Cooper
Rd, put rip rap on bridge on East Hartford and on Canteen, took out culvert on “U” Street, cleaned out culvert on
“Q” Street and cleaned ditch out on Silverdale Ln.
Commissioner Shanks said crews working Main Street, patching holes, finishing Earth Road, working Ranch and Coleman Roads (FEMA Projects) and grading
Commissioner Wilson said crews are digging shale at Redding pit, hauling shale to FEMA spots, worked on hole on “P” Street south of Highway
11, bladed road, fixed washouts at end of culverts.
Motion was made by Wilson and seconded by Shanks approving Addendum to Road Maintenance/Repair
Agreement between Board of County
Commissioners and Rock Falls Wind
Farm, LLC to widen a certain turning radius at the intersection of Fork Road and 140th Road. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
