The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 12, 2019, the meeting was posted for public information on August 9, 2019, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Acting Chairman Jason Shanks called the meeting to order. Those present were as follows: John Wilson, Member; Billie Chrz, First Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Dennis Bonewell, Emergency Management Director; Kip Bird, American Telephone; Donnie Head, CED8; Skyler Matthews, Kaw Nation; Jessica Windom, Ponca City News; Claude Williams, Taxpayers for Transparency; Patsy Leyva, Deputy Secretary/Kay County Clerk. Acting Chairman Shanks led the Flag Salute.
Motion was made by Wilson and seconded by Shanks approving regular meeting minutes of August 5, 2019. Motion carried: Wilson, aye; Shanks, aye.
Discussion held with Kip Bird, American Telephone on consolidation of AT&T services and reduction of costs for phone service. Bird noted that by consolidating to fiber it would save the county a substantial amount. The provider would still be AT&T, but American Telephone would take care of any problems. An upfront cost for the service would be $1,750.00 which would cover the installation. Shanks asked that American Telephone draw up a contract and submit to county for the District Attorney to look over. No action taken.
Motion was made by Shanks and seconded by Wilson approving Agreement between BOCC and Melissa Col-cord to have remote terminal capabilities with the Assessor’s office. Motion carried: Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving Lease Agreement by and between Neil B. and Susanna D. Williams and BOCC on behalf of the Kay County Fair Board to lease property for the office of the Kay County Free Fair. Motion carried: Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving Detention Services Agreement by and between Sequoyah Enterprises, Inc and BOCC FOR $26.00 a day per child. Motion carried: Wilson, aye; Shanks, aye.
Motion was made by Shanks and seconded by Wilson approving all documents relating to county owned properties that sold during the special Commissioners Sale on August 6, 2019. County Treasurer noted that all this would save county having to mow these properties. Motion carried: Wilson, aye; Shanks, aye.
