The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 1, 2019, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted for public information on March 29, 2019, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John A. Wilson, Member; Jason Shanks, Member; Billie Chrz, Assistant District Attorney (ADA); Kay County Assessor Susan Keen and Janell Leaming, First Deputy Assessor; Kay County Sheriff Steve Kelley; Kay County Treasurer Christy Kennedy and Rhonda Stephens, First Deputy Treasurer; Cheryl Howard, Kay County Election Board Secretary; Dennis Bonewell, Emergency Management Director; Frank Cain and John Leven, Newkirk; Brady Barnes, Newkirk School Superintendent; Carol Morgan, Newkirk; Sharon Rowen, Cowley News; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.

Chairman Jack Godberson led the Flag Salute.
Motion was made by Shanks and seconded by Godberson approving regular meeting minutes of March 25, 2019. Motion carried: Godberson, aye; Wilson, aye; Shanks, aye.
Ordinance resolution pertaining to wind farms: Newkirk citizen Frank Cain asked if BOCC could put an ordinance in place stating wind farms must be built at least three (3) miles from city limits.
Commissioner Shanks replied the BOCC does not have the ability to put that in place. Mr. Cain asked if the BOCC could work with the city to stop these wind farms from being built so close to city limits.
Chairman Godberson said there will be another city meeting held Wednesday regarding this matter and encouraged all to attend. Commissioners Shanks stated the roads leading to the wind farms is the only area BOCC has any control over. Assistant District Attorney Billie Chrz said the BOCC only has the power granted to them by the state statutes; she said the statutes does allow them protection over county roads. Mr. Cain asked again if the BOCC could work with the city and cover this matter with both the city and county and set back the wind farms three (3) miles from city limits. Chairman Godberson said he believed the city attorney was working on that issue. Superintendent Barnes said the farms have to be 1.7 miles from school. Easements were mentioned ...
