The Northern Oklahoma College Division of Fine Arts presents the Halloween Spooktacular Concert Thursday, Oct. 28 at the Kinzer Performing Arts Center at 7:30 p.m. Thursday’s event features NOC’s Concert Band and Jazz Band.The Spooktacular is directed by Dr. Edward Dixon, NOC Fine Arts Division Chair. Social distancing and face masks are strongly encouraged. There will be games, candy, and fun for area trick-or-treaters.
