The Tonkawa Police Department believes in the recognition of its Officers; their actions and outstanding efforts in service to the community and their fellow Officers. In keeping with this belief, the
State Oklahoma and the City of Tonkawa recognize Officer Montana Mann for his outstanding efforts during an incident that occurred in April 2019, Police Chief John Whitham told those in attendance at the Aug. 20 meeting of the mayor and council.
On April 13 at 2:30 A.M., Tonkawa Police Dispatch advised Officer Mann they had a 911 call pinging in the middle of a pond Northwest of Spruce Street. This location was outside his jurisdiction. Kay
County Sheriff Office had one Deputy in-route and was requesting our assistance.
On arrival Officer Mann could hear someone screaming. He ran for approximately one thousand feet to the south side of the pond. He could see a set of car headlights on the north side of the pond near the shore and could hear someone yelling for help. He could hear more people yelling on the other side of the pond, and they directed him around the pond where they were at.
Officer Mann saw a male and female, and they said someone was in the middle of the pond. He saw a woman approximately 100 feet into the pond, who kept saying she needed help and appeared to be struggling to stay afloat. Officer Mann removed his duty belt and ballistic vest and jumped in the near freezing water. Then swimming to her, he pulled her back to shore. She was placed in a vehicle to warm her up while waiting for emergency medical services.
This Lifesaving Award is being presented to Officer Montana Mann for meritorious conduct, for his individual act of heroism through immediate efforts exceeding the normal call of duty.
His actions that night allowed him to save the life of another in imminent danger of death by drowning, Whitham said.
