(Published in the Tonkawa News, Tonkawa, Oklahoma, Thursday, March 21, 2024)Kay County Commission Monday, March 4, 2024 Newkirk, OklahomaThe Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 4, 2024, the meeting was posted for public information on March 1, 2024, at 8:50 a.m. at the Commissioners Room, west entrance of the Kay County Administration Building in Newkirk, Oklahoma, and on the Kay County Website.Chairman Shane Jones called the meeting to order: Commissioners: Jason Shanks, Member, present; Jeff Kreger, Member, present. Others present were as follows: Brian Hermanson, Kay County District Attorney (DA); Billie Chrz, Kay County First Assistant District Attorney; Steve Kelley, Kay County Sheriff; Donna Parker, Oklahoma Court Services; Skyler Mathews and Melissa Vap, Kaw Nation; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/ Kay County Clerk.Chairman Shane Jones led the flag salute.Motion was made by Kreger and seconded by Jones to approve the regular meeting minutes of February 20 and February 26, 2024. Motion carried: Kreger, aye; Jones, aye; Shanks, aye.Franchise Agreement between Kay County and CoxCom, LLC: DA Hermanson said he believes the company would have to comply with any county requirements of going through county right-ofways. ADA Chrz said she didn’t think they would have to pay the county because they are a public utility, but she said they would have to o through the process with a Road Crossing Permit; she noted they are not going to be boring roads. ADA Chrz stated they would pay to the County three percent (3%) of all gross subscriber revenue from Cable Services charges (payment to be made to the County on April 1 of each year during the term of this Franchise that shall expire on August 1, 2034).Motion was made by Kreger and seconded by Shanks approving the Franchise Agreement between Kay County and CoxCom, LLC to secure a franchise agreement with the local franchising authority before being authorized to provide service. DA Hermanson approved as to form. Motion carried: Kreger, aye; Jones, aye; Shanks, aye.Kay County Emergency Management and Tiger Physician Staffing, LLC d/b/a Heartland Medical Direction in reference to Emergency Medical Response Agency (EMRA) a license for Emergency Management: DA Hermanson said this agreement would allow Daniel Hesson, Emergency Management to receive a license to be able to assist on emergency calls.
