The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 16, 2019, the meeting was posted for public information on September 13, 2019, at
8:50 a.m. at the Courthouse front door,
Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Jack Godberson called the meeting to order. Those present were as follows: John Wilson, Member; Jason
Shanks, Member; Brian Hermanson,
District Attorney (DA); Susan Keen,
Kay County Assessor; Steve Kelley,
Kay County Sheriff; Christy Kennedy,
Kay County Treasurer; Brenda Med-lock, OSU Extension; Jennifer Harp,
Deputy Kay County Clerk; Dennis
Bonewell, Emergency Management Director; Paul Pustmueller, James Bertsch and Angie Aubrey, Bank of Oklahoma
(BOK); Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk. (See sign in sheet).
Chairman Jack Godberson led the
Flag Salute.
Motion was made by Shanks and seconded by Wilson approving regular meeting minutes of September 9, 2019.

Report emailed by Donna Parker,
Oklahoma Court Services, presenting the number of community service hour’s defendants are working and the projects they are involved in. Donna Parker was not present but emailed the following report to the County Clerk: New community service clients-27; regular community service clients turned in for the month-64; sanction community service hours completed-240; total hour completed-1121.85; community service offender completions-19. Completed
Events: Charlie Adams Day, Friendship
Feast, Friends of Nardin, CS Ranch,
Ponca Tribe, Ponca City Lake, Christian Heights Church where the clients assisted with various types of cleaning and yard work. Up Coming Events:
Habitat Restore, New Horizon, Newkirk Library, Blackwell Museum, Ponca City Lake, Wheatheart Nutrition, and Friendship Feast where clients will assist with inventory, cleaning, putting items in stores, serving and delivery of food, and yard work. Ms. Parker included pictures from Charlie Adams Day in Newkirk.
Representatives from the Bank of Oklahoma regarding Financial Retirement Services: Mr. Paul Pustmueller, BOK, told on two different occasions he had met with Commissioner Shanks, Treasurer Kennedy and Clerk Reese and was here today to answer questions from other officers. He discussed the savings for retirement, conversion from Nationwide Retirement Solutions to BOK, and told the county would save approximately $17,873.91 on fees. BOK answered questions asked by county officers. It was noted that Nationwide Retirement Solutions has not been in our county to visit with employees in several years.
